In the year of 2005 in course of working out the sensitive USA  policy a book  “Ethical realism: a vision of America's role in the new Word” was created by Anatol Lieven and  John Hulsman. Then what would be ethical not just for the Protestant-Catholic countries but for all the mankind? We assume that ethical would be mechanisms that ensure its surviving, would not they? 
So if the mankind surviving is regarded, we should accept that it should evolve according to the changing conditions too – other way would be just its extinction.

That means  that any stiffness would be otherwise immoral for it'd prevent the evolution.

 Fancy a society which  has been existing under the conditions of severe limitation of access to some recourses - and these resources may be as goods, so communications,lifestyle and important status positions . In societies of that type such status positions are the key factors to more successful life there and “body” needs meeting. As a result the society gets strictly socially stratified with no "social lift" between the social levels. That is what happens now in Russia and so it happens in many other socially retarding societies- or so-called "feudal"ones.  

This “feudal-type”  stratification reflects the “traditional”, archaic  Hive structure. Thus  peoples of those systems, especially those from the top levels, would resist to any changes to the habitual life-stile from aside to prevent the unavoidable stress of readjusting. Beside this  stress, the  present access limitation assures some privileges to the upper social levels, so they would go on caring for these limitations would still exist for as long as possible – and this is the  most powerful root for indigenisation trends.  Till their subdues know   nothing else they would keep sustaining  the system they are used to – due to psichological inertion..

Without this limitation would be still existing, the value of their position would get decreased a lot. That would threaten their very existence. So they  do anything to prevent any contacts of peoples from inside with environment outside that certain country- while being enjoying them by them-selves.

Apparently the overweening neglecting to this effect was the main mistake of the democratists of the Bush period

Failing to meet the people “body” instincts the leading actors of the social pattern in order to shut down   the social  rebellion get appealing to some  imaginary unique spiritual values of that certain people and it  initialise the indogenisation process – as it was described above..  That happens currently as  in the  Russian Federation so in other  socially retarding  states. This problem is very actual for developing international image of the USA – you may be quite sure that those countries officials are permanently claiming “those wretched Americans”, using some worse slang words.  As long as these powers stay “in authority” for common peoples they may strongly influence their ideology.

The success of American state  system made them falling into certain overweening position of the Big Brother that knows everything better.  This Big Brother is always regarded as some  menacing and bothering threat  to other nations always, no matter how much reason was in it. So especially bothering it had got now under the crisis conditions. For the Americans got under the Market Autocracy destructing influence and the former Administration actions were just proving this  threat. The Market Autocracy nature  would be considered  here  later on. It consists of two parts – one is strictly economical and that's what's called “laisser-faire”. The second part on is that  powerful sociopsychological effect, that had not been described yet. However neglecting this effect makes the most of Western intellectuals looking rather booksmart and helpless. 

 
What the evolution goals are? It's species (wich may be regarded as a complex of specific features combination, may it not?), so this is its long-term  surviving ( not just of separate unique species specimens but the species as the whole), ensured by its adjusting to the surrounding conditions. Its adjusting is going on due the flaw of mutations which are further fixed through the natural selection. Then the most adjusted form, the fittest one, fom the current moment comes up.

Neanderthalensis was won by H. Cro-Magnionis – the modern species. Along the evolution it increased human influence on the surrounding environment and decreased the specimens dependence of the surrounding environment.     I was working a lot with foreign ecotourists in Russia. It is such a popular destination! Such a wilderness! That patriarchal  society in wich  one can live with no that boring money power and duties! Just  for some reasons there are no crowds of migrants from the developed countries.... Exotic – yes, just as a day-after-day life – no, thanks

    However what can be done with  common  folks unable enjoying the happiness of their simple life? Those stupid folks, that  are just not able to get their happiness, are always looking forward  to living better life...

    What can be done with it?

      10A – society to get able to change its self, ie to evolve, according the ongoing environmental changes.

    The time is running, men  can't help changing the environment. Not all of these changes depend on human will, so not all of them could be fight against. In order to stay adjust to its environment the society is to change too according  those  external conditions,  to get less rigid and get certain flexibility while preserving   the intersocium connections, while stay keeping  away from the  anarchia that means nothing but the power of the strongest  (or richest, the most powerful ones now) ie  there is an urgent need to ensure the society sustainable development. That means how to get Open Society.

    11. The Open Society Concept.

     
That concept was first created by philosopher Henri Bergson. In open societies, government is responsive and tolerant, and political mechanisms are transparent and flexible. The state keeps no secrets from itself in the public sense; it is a non-authoritarian society in which all are trusted with the knowledge of all. Political freedoms and human rights are the foundation of an open society. Brilliant ideal it were, were it not? However till now that ideal can't be reached. Why?  
Like any ideal the Open Society full implementation unreachable, however what are the ways to approach it?  
  
Later the Open Society Idea was developed by Karl Popper. He describes an open society as one "in which individuals are confronted with personal decisions" as opposed to a "magical or tribal or collectivist society”. That means that this social pattern stays within the evolutionary mainstream for the H. Sapiens species and badly contradicts the behavioristic nature of Hive psychology. The latter is promoted by any mass-Ideology or mass religion. Till the Hive psychology'd stay in power it slows down this type society development significantly.  
 

     
12. How to combine the Open Society pattern with the Hive psychology?

     
For the most of other biosphere species – with some exception of bees, ants, termites and so on – those who live in “hives”  or  other tight colonies - the evolutionary object are separate specimens and their selection means their eliminating. For those  of them that form hives, the evolution objects are these hives them-selves, the conglomerates of specimens. No special attention is paid for single unique specimen.   
But that ideal Open Society model  is characterised  by a distinction between natural, biological  law – which are affecting the Hive mass - and  the law that is worked out by several  individual actors in course of discussion. It increases the  personal responsibility and accountability for moral choices.   
After the Popper's definition the Open Society is to be based on the scientific theories. Hence the Evolutionary mechanism had been put forward by Darwin theory should form the basis of this society. However the genetic mechanism of this selection is not working anymore, this principle restorig back has been probed to guarantee the society failure. . New techniques should be worked out on the basis of new heredity mechanisms, that are working now in H.Sapiens society.

    So the paradigma change is required. Which paradigma it would be? The paradigma of  social evolution.   Since evolution is ensured by the methods described by Darwin first,  at the new level that should be social Darwinism but via new  up-to-date approach.

      Kellner considers that Open Society may be constructed only on the basis of the scientific testable theories instead of some beliefs.

    So in order  to facilitate the development of cognitive  analytical acitivity and responsibility  new ways of education and  especially new methods of  children socialising  are required.

13. Humanization trend. Two main directions of the mankind socialisation  
    All the history long the humanity was searching for some way to decrease its dependence of the surrounding environment conditions. In culture that happened in course of humanization culture period that brought up any single person soul life value. Now this is the essence of any “civilised” country culture.   
    Though it started the most powerfully first in Europe during the “siecle de lumiere” or the Enlightenment, which marked the final of Middle Eve.   
    Since that time the each single human life value ( hence the its' price understanding too) was constantly increased. That pushed the scientific-technical progress. It was aimed to improving human life quality, so if regarded in terms of evolution it may be considered as adjusting to the environment conditions.     These feature in combination with human life significance increasing caused sciences development and discoveries. Hence we may assume that it's species evolutionary mainstream.   15. Reasons of the Suicidal policy of the West.

    The danger  of the overqualified following the laissez-faire principle – hereandafter the  Market Autocracy is the following: there is the statistical law, which shows that if the eliminating selection factors are absent, the maximum of that curve shifts toward the more frequent feature. That is why the market, which aims to the mass consumer needs meeting, and which simultaneously secures the surviving of the less intellectually developed individuals, causes the decrease of the general intellectual development of a society, its cognitive actively decrease. That time that project drew  almost no wide public attention.   However much wider attention together with Nobel Prize drew the Global Marshall plan Project initiated in 2007  by Al Gore. That project is being developeing now

However the very name of Al Gore sounds now somewhat suspicious because of the  Climategate affair . However the proper public control is to be established to avoid its failing, like Climate change affair/.

 the climate change is too complected question no special   single cause could be determined. Either these are greenhouse gases, or the interglacial age period finish, or  it may be   increased disproportion of the albedo distribution....  Btw, the latest Chili earthquake shifted the terrastrial  axis to 8 sm and that may cause serious climate changes too.  But is  it sense  to fight against earthquakes? 
However  the fuss around greenhouse gases  created serious social demand and  many innovative technologies in both car industry and in housekeeping technologies came up. These new technology do not depend on the carbon  fuel, so it would decrease the general word dependence on the crude oil ptoduction. that means that the  economical position of the main oil producers would seriously fail. And the main  crude oil producers are Middle Est countries, Russia, Venezuala and so on - all ones in that range suffer serious Dutch disease  effect. All them are rather socially retarding and autocratic. The international funds  may be used as those natural resources. Just like the exploiting of those resources needs  few labour and social structure modernisation, so  do them. Instead their distribution causes  the development of  the destructive position of poor depressed victim as it happened with the Palestinians. 
As for oil dependence - it is decreasing too since  recently huge stores of schale gas had been discovered. Ie they were discovered long ago but  for long time they were  quite useless for the extraction technology was not known. Just recently  this technology had been developed.  
 For housekeeping in China new methane production and using technologies have been developing as well. So even that problem is more or less  solving. 
However beside those two  spheres there are still aviation and overseas transport, saynig nothing on space programs. They could not do without oil...  So on the one hand these “green”technologies development  would decrease the oil-gas prices and  by this it would influence the producers' ecomonics. However it would not completely break the word dependence on those  counties, so on the other hand  it may even increase the Dutch disease post-effect by increasing ideological isolation of failed states by their elit. that isolation ensure their position. In order to go on    keepimg that situation   the elite would play on ideological differences and on the indigenisation effect – trough the use of Hive psichology effects.   
The evolution of Russian society  culture and history gives perfect example to that, so if being free of ideology effect and having interest and a lot of time  for analising the civilisation history one may easily make the same conclusions I had come to. 
 
The  main  innovation is that due to some peculiarities of H Sapiens,this species evolution presents the tranfer in its evolution  not just to new kind of evolution - ie the social one, - but to new kind of information carriers as well.  These carriers are much more flexible unlike the DNA-ones. So  that evolution may perfectly be managed  . Globalisation  is  part of human evolution  process. Currently it requires serious social changes required  certain social changes.
