To stop the Middle-East conflict finally this set of measures is to be organized and initiated. It would really  assist Both the Palestinian and Israel people, unlike these tweet current European  aid projects.

Unfortunately in course of long-term conflicting both sides had stored a huge pile of mutual offences and negative emotions.  No coming back to the sources of conflict would help.  So a «third-person» is to be invited whose mind is still clear of this negative. It’d be impossible to overcame this negative without international agencies assistance.

With the involvement of international funding an education system for children of 11-18 should be established - so called «juvenile education system». This education is to be secularized, while staying within Muslim methodology, in order to prevent the immediate protest. But it should be anti-Islamic  first of all!  It should be humanitarian-based too.

To enter such school is to be possible by anybody at any  year level after having passed special exams. At the end of each year each pupil is to stand some examination as well - to continue studies.

Last two years the students are to get a kind of scholarship equal to one/half of local basket of goods’ value. This school would last up to 17-18 years old. Then

those who wants to continue  would pass to a kind of High School Institution to prepare the PA administrative officers. Only the students of such school would have the access to elections. (it seems not too liberal, but there are enough options to join this program at any stage before - Those , which did not,  had made there choice and one should be responsible for its choice).

This program participants are to be world-wide -promoted, the mass-media should develop a series of their life, they should be internationally accepted. So their status is to be significantly increased in comparison with Current Hamaz et al actors.

Certainly they are to get larger scholarship. No extras but enough to survive.

This should be combined with  large-scale mass media program, Muslim but anti-Islamic one. Some similar initiatives exists in Turkey.  These programs are to be interesting for young and middle-age women.

 Step by step such programs would change public opinion and the social thinking habits.

Any actors would benefit from its organising.

This approach was first proposed the  United States  State Secretary Kissinger within the Cold War to gradually decay  the Soviet society. The USA succeeded in decaying it, so there should be enough experts for doing it again in slightly different vector - to decay Islamic philosophy and to create new development options.
